ICE Records Regarding Enforcement Tactics and the Use of G.L.O.V.E.
Records from ICE concerning Generated Low Output Voltage Emitter (G.L.O.V.E.), a wearable “compliance tool” that delivers electric shocks.
Records from the U.S. Immigration Customs Enforcement (ICE) in response to American Oversight’s request for documents to shed light on workplace raids, protocols, training materials, and enforcement in “sensitive zones” such as schools, hospitals, and places of worship.
These records include a U.S. Army evaluation report (page 15) published in December 2024 following a study on the effectiveness of the Generated Low Output Voltage Emitter (GLOVE), a wearable “compliance tool” that delivers electric shocks. The study, which was also conducted by the U.S. Army, found that the use of GLOVE reduced the physical energy (page 37) needed to restrain “inmates” in mock scenarios. One participant in the role-playing scenarios said (page 39), “seeing the blue light on the GLOVE made me, as the acting inmate, lose motivation and not want to fight as hard.”
Also of note in these records are email communications (page 101) from February 2025 between a redacted individual, Todd Lyons, and David Venturella, explaining changes to 287(g) training. The emails specifically address how the in-person course was reduced from 4-5 weeks to 1 week following a directive that “the training had to be 1 week in length” (page 102). Topics on nationality law, immigrant and non-immigrant classifications, removal charges, and scenarios were removed or truncated to shorten the training.
